论文摘要 土地参与宏观调控的确立及运行是自 2003 年以来国家宏观经济调控的重要 组成部分。本文综合运用文献资料法、比较分析法等多种研究方法，从公共政策 评估的角度，对 2005 年土地参与宏观调控政策运行及完善问题进行富有理论与 实践意义的探讨。全文共分四个部分： 第一部分：土地政策参与宏观调控的问题性背景、理论依据及现实基础。从 本轮宏观调控的问题性背景出发，运用马克思再生产理论、地租地价理论，论述 土地政策参与宏观调控的理论依据，为全文论述提供理论背景。在此基础上，从 现行土地使用和管理制度层面，回答土地成为参与宏观调控政策的现实原因，为 全文的分析和探讨奠定了基础。 第二部分：土地参与宏观调控政策的基本历程、主要类型及具体运行。阐述 土地市场治理整顿以来土地参与宏观调控政策形成所经历的三个阶段及已经出 台政策的主要类型，从动态运行的角度分析土地政策参与宏观调控过程。 第三部分：土地参与宏观调控政策评估标准、主要成效及存在的问题。依据 生产力、效益、效率、公平、政策回应度五个基本标准，对土地政策参与宏观调 控效果进行评估，分析主要成效及存在问题。 第四部分：完善土地政策参与宏观调控。根据土地政策参与宏观调控运行情 况及主要存在问题，从体制创新、市场配置、规划编制、基础完善及部门间协调 配合等方面提出完善建议。 结语：在强调全文基本论调的同时，指出土地政策参与宏观调控面临的挑战， 并指出了在这个过程中应注意处理好几方面的关系。 关键词：土地；宏观调控；政策评估 Abstract Land resource regulation policy to be part of macro economy control policy was first introduced and run in 2003. Ever since it has been an important part of National Macro Economy Control Policy. This essay theoretically and practically explores the ways to perfect the land resource regulation policy to be part of macro economy control policy for the year of 2005 from the angle of public policy assessment by utilizing the some different methods such as documentations and comparison-analysis.
