Study on Problems of Fund Raising in the New Rural Cooperative Medical System Abstract As the most basic medical security system in rural areas, cooperative medical system to a great extent plays an important role in promoting the health level of rural people, easing poverty or poverty-returning caused by diseases, and improving rural medical and sanitary conditions. However, along with the domestic rural economic system reform and the arising of household contract responsibility system, the main body of institution supply of the traditional rural cooperative medical system has to some degree been impeded. As a result, the system has disintegrated and nearly degenerated into charged medical service.Meanwhile, rural medical and sanitary conditions has deteriorated continuously due to slow economic development caused by the restriction of rural and urban dual social structure, and what’s more, inadequate support from government.To establish a perfect rural cooperative medical system is an important measure to ensure peasantry health, coordinate social development of overall urban and rural economy, and build an overall well-off society. Fund is the premise of rural cooperative medical system and is key for its continuous operating, since no system can be brougt into play without fund guarantee no matter how good it is.
