我国综合性农民合作经济组织发展的研究.doc

摘要农业生产的生物性、地域的分散性和规模的不均匀性等基本特点的存在，从根本上决定着农业在不同产业间的相互关系中处于天然的弱势地位，因而农民合作也就内在地具有必然性。回顾我国的农民合作运动史，新中国成立之初我们所推行的大规模农村合作化运动，实际上是将集体化混同于合作化了，丧失了合作制和合作运动应有的基本内涵。后来的包产到户，突破了集体化的束缚，重新赋予了农民市场地位，极大地提高了农民的生产积极性。２０世纪８０年代以后，我国农村开始推行家庭联产承包责任制，但同时所构想的以家庭承包经营为基础、统分结合”的双层经营体制却一直未能落到实处。９０年代后，原有的政策潜力日趋释放殆尽，“三农”问题开始日渐突出。因此，探索社会主义市场经济新形势下的新型合作化道路成为当务之急。　本文从我国人多地少、农业人口的非农转移以及城市化短时间内难以完成的实际国情出发，首先对日本农协的成功经验、现有农民专业合作经济组织存在的问题以及我国发展综合性农民合作经济组织的必要性进行了梳理；其次对瑞安农协——这个我国第一个县市级规模的综合农协的基本情况、会员制度、内部组织结构、主要功能及特点、发展过程中存在的问题以及其重要的启示意义等方面进行了全方位、多角度的分析和介绍；最后，还对我国走综合性农民合作经济组织道路可能遇到和需要解决的几个重要问题进行了前瞻式的探索和分析。　【关键词】农民合作经济组织；综合农协；瑞安农协模式；发展模式选择；　1AbstractTheexistenceofbasicfeaturesofagriculture—thebiologicalcharacteroftheagriculturalproduction,thedecentralizationofregionsandthenonuniformationsofscaleradicallydeterminethenaturalinferiorpositionoftheagricultureintherelationshipswithotherindustries.Inoneword,thecooperationofpeasantshavetheinevitabilityinternally.Reviewingpeasants’cooperativemovementsofChina,thelarge-scalecooperativemovementsoccurredonthetimeofthefoundationoftheNewChinaconfusedthecollectivismwiththecooperationandlosedthebasicconnotationofthecooperativeinstitutionsandmovements.Andthen,thepolicyoffixingoffarmoutputquotasforeachhouseholdbrokethroughtheastrictionsofcollectivism,enduedpeasantswithmainstatusinthemarketnewlyandenormouslyadvancedtheproducingpositivityofpeasants.Sincetheeightiesofthetwentiethcentury,thehouseholdcontractresponsibilitysystembegantobepracticedinourvastcountryside,butthetwo-tiermanagementsystemthatwasconceivedregardingthehouseholdcontractresponsibilitysystemasbasisandcombiningintegrationandseparationdidnotbeenimplementedfromthenon.Afterthenineties,intrinsicpotentialsofpolicyhadbeenreleasedfullydaybydayandtheissuesofagriculture,farmerandruralareabegantoarisestepbystep.Tosumup,theurgentandcrucialassignmentnowistoexploreanew-stylecooperativepathinthenewperiodofmarketeconomyofsocialism.Thispaperbeginswiththepracticalconditionofourcountry,thatwehavealargepopulationwhilefarmlandlimi
