beenbeocmingasignificantglobaleconomicproblem,especiallyinChina.Inrecentyears,
duetothecontradictionbetweenhighpriceofhousesandlowincomeofresidents,the
houseloanbecomeanimportanttoottomeettherisinghousingdemandofresidents.
However,thebusinessofindividualhouseloandoesntdeveolpwellinfact.Becauseofthe
lackofrealcreditrelationshipbetweenthemassofolwincomecitizensandbanks,andthe
LocalHousing-guaranteeCorpspoorabil卿tomeetthecommand.Banksintendtoloanto

makeupthefaultbetweensupplyanddemandofcurrency,andacceleratecurrencys
running.Guaranteeisatradeofhighrisk,andtheriskvaluedoesntmatchtheprofits.
Experienceofguaranteecompaniesorfundsindicatesmanyguaranteeinstitutionsarenot
sustainableinfinancialaffairs,ifnotgovernmentssupport.
Itisainternationalconventionandaobligationthatgovernmentguaranteeforlow
incomecitizens.USgovernmentandCanadagovernmentespeciallyestablishguarantee
institutionstowarranthouseloanandeffectivelysolvetheproblemofprofitsandsecurity,
makingitaeffectivetooltopromptthedevelopmentoffirst-handmortgagemarket.
