城市管理长效化问题的分析__--__以连云港市为例.pdf

中文摘要 随着我国城市化程度的不断提升，城区面积和人口规模不断膨胀，城市管理 部门在政府职能部门中的地位愈发重要。发达国家的成功经验和我国改革开放的 实践表明，长效化管理是现代城市发展的客观要求，也是政府在公共服务和管理 方面最主要的职能之一。因此，城市管理如何更加合理、有效、持之以恒，如何 保持持城市管理的长效化，成为相关研究机构和政府职能部门急需解决的问题。 本文以连云港市城市管理为例，从分析城市管理的概念、特征等基础问题入 手，确定了城市管理应走长效化管理之路，并结合连云港市城市管理现状，提出 了目前存在的问题。为了解决存在的问题，首先从管理的分类探讨开始，分别对 政府城市管理部门现有的管理模式和创新机制两个方面进行分析，为确定城市管 理者角色打下基础。其次是利用“他山之石”，综合分析了国内相关城市以及有关 国家、地区城市管理长效化发展现状和经验，以此为城市管理者的决策提供借鉴。 最后针对连云港市自身特点，提出了政府在城市管理长效化方面对策，给类似于 连云港的中小城市提供参考。 关键词：城市管理 长效化 对策 作 者：王怀坤 指导老师：钱振明 II Long-term studies of urban management issues —Taking Lianyungang as the Example Abstract As China continues to upgrade the level of urbanization and its urban area and population continues to expand, the city management department plays a more and more important role in government departments.
