内蒙古大青山生态公益林可持续经营评价与对策地研究.pdf

摘 要 本文在森林可持续经营理论的指导下，对内蒙古大青山生态公益林进行了研究， 目的是为合理地进行经营决策提供理论依据。研究结果如下： 1. 遵循森林可持续经营理论，以区域级森林可持续经营标准与指标体系为基本框架， 通过实地调查、专家咨询和指标筛选构建了大青山生态公益林可持续经营标准与评价 指标体系。该指标体系包括森林生态系统稳定性和活力维持、森林水源涵养、水土资 源的保持、改善和调节气候、对全球碳循环的贡献、长期多种社会经济效益的保持与 加强、法律及政策保障体系7 项标准，25 个指标。 2.针对可持续经营指标体系中的定量指标，运用加法合成法从标准层、指标层对大青 山生态公益林的经营状况进行了评价。结果显示：森林可持续经营综合评价值为 0.698，处于弱可持续状态，基本符合内蒙古大青山生态公益林发展的实际情况。 3.通过对各指标评价值的分析表明: 内蒙古大青山生态公益林可持续经营的主要限制 因素包括蓄积量低、树种组成简单、灌草盖度低，水土保持性差、产流系数大、碳汇 量低、林业职工收入水平低等方面。 4.提出了可持续经营对策：加大植树造林力度，丰富物种多样性、实行集约经营，努 力提高林分生产力和固碳能力、发展生态旅游业，提高林业职工收入水平、健全完善 规章制度和生态效益补偿机制，促进公众的参与。 关键词：大青山；生态公益林；可持续经营；标准与指标体系；评价 Mount Daqing of Inner Mongolia Ecological Public Welfare ForestSustainable Management Evaluation and countermeasures Abstract Based on the theory of sustainable forest management, under the guidance of ecological public welfare forest of daqingshan criteria and indicators for sustainable management system research, the purpose is for carrying out rational management decision to provide the theory basis.
