农民工养老保险制度的价值选择与困境破解 　　摘 要：由于无法跨地区转移接续，农民工养老保险制度正遭遇“退保潮”的强烈冲击，面临政策失效的窘境。破解退保困境需要新的价值选择，即从非此即彼的两极化价值定位转向重视利益均衡与协调的多元化价值定位。从这一新的价值选择出发，在保持现有各地实行的仿城型养老保险模式基础上，实行养老保险省级统筹；建立终身的社会保险号制度；实行社会保险档案记录管理制度；设立养老保险中央结算中心及其在各省的分支机构，以保障跨地区流动人员(首先是农民工)的养老保险权益。 　　关键词：农民工；养老保险；价值选择；政策设计 　　 　　Abstract：The endowment insurance system of rural migrant workers is facing policy failure，because their insurance accounts cannot be transferred to the place where they migrated.
