It is easy to consult information on flood control query, to display the information in the way of graphics, statistical tables and charts, and to present rapidly to the staff, which can support them to make a more accurate flood consult decision-making and significantly improve the efficiency, quality and ability of the decision-making management. On the basis of analyzing the international and domestic flood control consultation information systems, taking Jiangxi province as an example, the designing aims, developing platform, technique route, system architecture and implementation processes of 3S-based GIS are discussed and studied in this dissertaion. The Jiangxi 3S-based Flood Control consultation GIS, developed by popular component software ArcEngine, with Visual Basic 6.0 as a development platform, designed primarily for the core flood control consultation system, including three functions as online query, editing and system management. The user through the use of this system can quickly and easily achieve the real-time queries of the water level, rainfall, and project conditions.
