GROWTH – DEDICATED CALL – 10/01 TOPIC V.2 Medium and Large Industrial Machines – Electromagnetic Compatibility Conformity with the Work Programme This topic falls under the Competitive and Sustainable Growth Programme, generic activity Measurement and Testing. Specifically, it is related to Objective GROW-2000-6.2.1 Methodologies to Support Standardisation and Community Policies for which expressions of interest have been called. 2. KEYWORDS EMC – electromagnetic compatibility – medium and large industrial machines – radiated EMC testing – on site method – new test means 3. SUMMARY OF OBJECTIVES AND JUSTIFICATION Article 10.2 of the EMC Directive foresees, in the case when the manufacturer cannot use harmonised standards, or chooses not to do so, the intervention of a competent body. This body must produce a report or certificate to be included in a technical construction file by the manufacturer, who retains whole responsibility of the compliance of his/her product. Due to the pressure of their customers, and to enforce their competitiveness advantage, manufacturers of medium size and large machines are requiring appropriate EMC tools, in other words: simple, ??on site??, global EMC procedures and adapted associated test means, in such a way that simplified but efficient EMC validation can be performed on the whole machine. 4. BACKGROUND From the EMC directive point of view [1], medium size and large machines are situated in between “testable” machines and “fixed installations”. Large machines are by definition too large to be conventionally tested in anechoic chambers according to the 10.1 procedure (self-declaration), it is therefore necessary to apply the 10.2 procedure (submission to a “Competent Body” through a “Technical file”), as prescribed by the EMC directive. In 1997, the EC issued an application guide [2] for the EMC directive, in which paragraph 15.2 emphasises the difficulty of conformity assessment of large machines. In the past, large machines we
