External Lighting Introduction This chapter provides an assessment of the potential significant effects on the local environment arising as a result of the installation of artificial lighting as part of the Proposed Development at land at Llanfrechfa Grange. The lighting assessment includes a review of relevant legislation and policy relating to artificial lighting and a description of the baseline lighting conditions both on and in the immediate vicinity of the Site. The assessment also includes an evaluation of the significance and nature of existing lighting on and in the vicinity of the Site in terms of light spill, glare and sky glow and the potential effects of future lighting that may arise as a result of the installation of artificial lighting associated with the Proposed Development. The assessment considers the potential significant lighting effects during both the construction and operational phases in relation to surrounding sensitive receptors, including local residents, ecological receptors, road users, and the change in the night-time amenity and landscape within the surrounding area. Where potential significant effects have been identified in relation to potential light spill, glare and sky glow mitigation measures have been proposed with the significance of any residual effects also identified. The potential significant effects of the artificial lighting proposed as part of the development on the current night-time landscape and on identified ecological receptors are considered in further detail in Chapter 7: Landscape and Visual Effects and Chapter 8: Ecology and Nature Conservation respectively. The baseline information and outline lighting design measures and mitigation contained in this chapter has been referred to during preparation of Chapters 7 and 8.
