当前我国分配制度公正地研究.pdf

摘 要 实现收入分配的公平具有重大意义，有利于和谐社会的构建，是实现社会和 谐的最佳选择。本文参考了大量的国内外研究文献，在此基础之上，深入地分析 我国收入分配差距的问题。笔者认为:政府的收入分配政策并没有体现实现广大 人民根本利益的价值原则，我国现阶段体制和政策都不是很健全，市场机制在初 次分配中没有发挥好促进公正的作用，政府在再分配中发挥的作用不大，没有很 好地通过税收制度、社会保障制度和财政转移支付等制度建立完善的公正制度， 民间组织发挥调节收入公正的作用有限，使得收入分配改革复杂化，使收入差距 扩大，影响了我国社会的稳定和经济的持续发展。我国现在紧迫的任务是必须采 取积极的措施健全我国的收入分配制度，致力于缩小居民不同阶层的收入差距。 我国必须要完善初次分配和再次分配领域中的公正制度，同时将第三次分配作为 有益的辅助手段，最终缩小个人收入分配差距，为构建和谐社会创造有利的条件。 关键词：收入分配差距；市场；政府；公正 I Abstract The fair distribution of income is of great significance,which is the best choice to achieve social harmony.I refer to a large number of domestic and international research literature.On this basis,I analyse Chinas income gaps. I believe that income distribution policy of the government did not reflect the value and interests of the majority of the people.Policy of our country at this stage are not very pefect, the market mechanism did not play a fair role in the initial distribution, the government in the redistribution did not play a fair role through the tax system, social security system and the financial transfer payment system to establish a sound and justice system.Civil society organizations canˊt play faie role,which make the income distribution reform complicated, so that the income gap is wideing. This affect Chinas social stability and economic development. Now the urgent task must take active measures to improve the income distribution system in China, We should narrow the gap between the income of residents. China must improve the initial distribution and redistribution in the field of unfair system and the third distribution is assigned as a useful measure,which can narrow the gap between the personal
