5.17 TRAINING AND COMPETENCY ASSESSMENT PLAN The CONTRACTOR will, at least before 3 months for the anticipated date of commencement of the START-UP, commence a full and comprehensive training programme for the COMPANY’S operating personnel to enable them to fully and efficiently operate, inspect and maintain the plant . The training programme will include 3 basic elements: ◇ A general Training Manual which will give a comprehensive understanding of the plant design and functionality for the COMPANY’S operating personnel. It shall be prepared by the CONTRACTOR and submitted for review and APPROVAL by the COMPANY 2 months before START-UP. After APPROVAL by the COMPANY, 40 hard copies and 10 CD-ROM copies of the Training Manual Shall be submitted,2 months before START-UP. This Training Manual shall include, but not be limited to, the following items: Overall PFDs PIDs EQUIPMENT List ◇Operating procedures Flaring and venting, pressure relief systems and procedures ESD, emergency systems and procedures HSE, security systems and procedures Utilities Systems ◇ Co-ordination procedures with downstream plant Set-points for DCS, and locally mounted instruments Control System Operation Procedures for Safe Handling of Plant 5.17.1. Scope Training will be provided for the permanent COMPANY’S operation and maintenance staff who will take over the the plant responsibilities in their respective disciplines and positions after completion of the performance tests. The Training process will include the following tasks: ? Training Programs Development. ? Classroom training (including Vendor training when necessary). ? On-the-Job-Training (OJT) at site (including Vendor training when necessary) (OPTION). ? Competencies Assessment for each the COMPANY’S personnel trained. CONTRACTOR will provide training resources, written supporting documentation and conduct training for all proposed the COMPANY personnel who will be involved in Commissioning, Start-u
