The establishment of Local commercial banks is to solve the problems in our current banking financial institutions in rural area like the low coverage, insufficient competition and financial shortage by the lack of financial services such as financial repression and to do better in the construction of rural financial ecological environment. However, as the village bank in China started late, the domestic research on Local commercial banks in the study overall still stays on the surface, to describe the phenomenon, analysis of the underlying reasons of the lack of experience, lack of international comparison. In this paper, through the development of Local commercial banks in and out of China, analysis of the Local commercial banks’ development status and existing problems in china, and proposes some suggestions from the aspects of market positioning, business optimization and management optimization; starting from the village bank problems, proposed a series of measures to promote Local commercial banks development. This paper wants to puts forward some beneficial suggestions in how to use the policy well.
