2013 年01 月 Jan. ，2013 （第27卷第01期） EastChinaEconomicManagement （Vol.27，No.01） ●收入分配 【DOI】10.3969/j.issn. 1007-5097.2013.01.006 保障权利平等是收入分配改革的方向 康纪田 （湖南娄底行政学院，湖南 娄底 417000 ） 摘要：收入分配归根结底是按权利分配，收入差距拉大的根本原因是权利不平等。权利，在内容方面归类为市场权 利、社会权利和政治权利，在结构上分为归属权和行使权。根据权利整体归类和状态结构可知，市场权利归属不平 等，社会权利行使不平等，政治权利归属与行使都不平等，三者组成权利不平等体系而导致收入分配不公平。在理 念、制度和政策上尽可能保障权利平等是收入分配改革的基本方向。通过效率与平等的合理抉择、建立市场民主、构 建公民社会以及遏制既得利益集团强势地位等途径实现权利平等。 关键词：权利平等；收入分配；公民社会；市场民主 中图分类号：F014.4 文献标志码：A 文章编号：1007-5097 （2013 ）01-0028-07 ProtectionofEqualRightistheDirectionofIncomeDistributionReform KANG Ji-tian (Loudi Administration Institution ，Loudi 417000 ，China) Abstract：Actually ，income distribution is based on power allocation ，the unequal right is the root of income gap．Right is classified to market rights ，social rights and political rights in terms of content ，also classified to ownership and exercise of right in terms of structure．According to the right of overall classification and the state structure ，the unequal system which is composed by unequal market rights ，unequal social rights and unequal political rights leads to unfair distribution of income． Ensuring the equal rights in philosophy ，system and policies is the basic direction of income distribution reform．Through the rational choice of efficiency and equality ，establishment of market democracy ，and construction of civil society ，the equal rights should be achieved． Keywords：equal rights ；income distribution ；civil society ；market democracy 从直观上看，获得收入的主要因素是权利、个人能力特 对的学科研究领域分别给予界定，因而，总起来看似乎莫衷 性和所支配的财富。
