T022017055童黎鸿 贫困地区招商引资中的政府竞争行为分析 贫困地区招商引资中的政府竟争行为分析 — 以江西吉安市为例 摘要 在以经济建设为中心的社会主义初级阶段基本思想的指导下，经济建设已成为各 地政府工作的重中之重。从主要方面看，我国二十年来的改革开放成效卓著。但是随 着经济规模的扩张和资源约束的增强，各地政府提供的公共产品却日益趋同，区域经 济发展竞争中出现了一些不健康现象。尤其是贫困地区，面对落后及与发达地区差距 扩大的压力，其地方政府和官员争取外部资源、加快地方发展、表现执政成果的欲望 更为强烈，所采取的经济发展政策中不乏超出常理的措施。根据公共选择理论来理解， 即使在非市场决策中，人也是有理性和关心个人利益的，与 “经济人”不同的是地方 官员在政治市场上活动。可以认为，地方政府中官员们的行为同市场上 “经济人”的 行为是相似的，他们像 “经济人”追求经济利益那样来追求政治利益，不仅关心任职 期间地方利益的实现程度如何，同时更关心自身预期的利益是否能够得到充分实现。 对物质利益和政治地位的需要，决定了地方政府官员的行为取向。而在目前的政治和 经济体制下，衡量地方政府官员政绩的主要标准仍然是区域经济发展的状况。显然， 在资源和要素给定并且日趋紧张的情况下，各地政府在追求本辖区利益最大化的过程 中，会伴生激烈的区域利益冲突和竞争。这种过度的竞争可能异化成政府非理性行为， 导致地方政府更重视眼前利益而忽视可持续的发展战略。这与政府的职责是相悖的。 木文试图通过贫困地区政府招商引资方面行为的分析，来探讨如何规范政府促进区域 经济发展的行为，增强地方政府行为的理性。 关键词 政府竞争、贫困地区、经济发展、市场秩序重建。 T0220I7055玄黎鸿 贫困地区招商引资中的政府竟争行为分析 ABSTRACT Instructedbythebasicideaofcenteringoneconomicdevelopmentduring theprimaryphaseofsocialism,economicdevelopmentisnowbeingtakenas thegovernmentsmostimportantwork.Generallyspeaking,wehavereached greatachievementinthepast20yearssinceourcountrybeganthereformand openingup.However,alongwiththeexpandingofeconomicscaleandthe strengtheningofresourcerestraint,thegovernmentsprovidethesamepublic products.Thereappearssomeunhealthycompetitionintheareaoftheeconomic development.Somelocalgovernments,especiallygovernmentsofthedepressed area,beingfacingthepressureofextendeddifferencebetweentheundeveloped andthedevelopedarea,theyareeagertoobtainexteriorresourceto acceleratethedevelopmentoflocaleconomic.Theyneedtoconstituteseries oflocalpolicies,includingsomeillogicalones,tofacilitateeconomic growth.Thisisquiteunderstandable.Governmentalofficialsofthedepressed areaareeagertodeveloplocaleconomicandreachgreatachievementintheir post.Thisisalsoquiteunderstandableaccordingtothetheoryofpublic selecting.Peoplehavesensesandcareabouttheirowninterests,evenifin conditionsb
