摘 要 摘 要 改革开放三十多年来，农村经济发展迅速，但与城市相比，城乡之间的差距越来越 大。其中很重要的一个原因是，农村基础设施建设满足不了农村经济日益发展的需要。 当前，我国农村基础设施建设存在着不少问题。比如，农村基础设施建设明显不足，农 村基础设施结构不合理，农村基础设施建设渠道融资不畅，农村基础设施缺少监管及维 护。究其原因，主要是政府在农村基础设施建设中的缺位，中央与地方政府供给职责不 明确。并且对国外农村基础设施建设的成功经验加以介绍，结合我国农村基础设施建设 的实际情况提出了完善我国农村基础设施建设的法律对策。从经济法的基本价值追求入 手，以经济法追求实质公平和社会效益为视角，认为政府应该完善有关农村基础设施建 设的宏观调控法律制度，明确划分各级政府在农村基础设施建设中的职权。完善农村基 础设施规划法律制度，加大政府财政对农村基础设施建设的支持力度，制定科学、合理 地农村基础设施专项预算法律制度，加强农村基础设施建设转移支付的立法工作，保障 农民在农村基础设施建设中的话语权，为农村基础设施建设提供强有力的法律制度支 撑，实现农村经济和谐发展。 关键词: 农村基础设施 法律制度 宏观调控 I Abstract Abstract Reform and opening up three decades, rapid economic development in rural areas, but cities, the growing gap between urban and rural areas.
