浅议城乡增减挂钩试点工作在青海 　　【摘 要】根据相关文件精神，在全国范围内批准一批试点，在有条件地区率先开展城乡增减挂钩工作。2010年，将青海省列入挂钩试点范围。通过开展城乡建设用地增减挂钩的工作，对促进青海省土地资源可持续利用，推动城镇建设和社会主义新农村建设，优化城乡建设用地布局，缓解建设用地计划指标供需矛盾，提高农村生产条件，改善当地农民生活水平有着重要的意义。与此同时，在我省开展这项工作的初期，通过借鉴试点城市的工作经验，提出几点建议。 　　【关键词】城乡增减挂钩；土地可持续利用；合理化；发展；建议 　　Abstract：according to the spirit of the document, approved a number of nationwide pilot, first to carry out the work of urban and rural land in areas with good conditions.
