题目：大学生失业保险制度建设初探 ——以沈阳为例  摘 要 近年来，随着大学生就业制度的改革和高校招生规模的扩大，大学生的就业压力越来越大，就业率一直在低位徘徊，大学生就业难问题成为广泛关注的社会经济问题。在这样的情况下，建立大学生失业保险势在必行。 文章通过联系实际分析大学生失业的原因，认为大学生失业不仅是当前中国社会的一个必然现象，而是世界大国所面临的一个共同的问题，大学的不断扩招、金融风暴的席卷都是致使毕业生失业的原因之一，不能把大学生失业的责任直接归咎于教育，应该放眼于经济时局，社会保障制度，大学生所受的教育于当前市场对于就业人员职能的需求，提出建立大学生失业保险制度，以及建立该制度的意义与可行性，并指出应加强大学生失业保险的立法工作，大学生失业保险应以自愿投保为宜，同时，充分发挥失业保险促进就业的功能，效仿发达国家，出台切合实际的有效方法，采取失业登记、开发适合大学生的基层岗位等方式，建立与自身实际情况相吻合的大学生失业保险制度，从根本上解决大学生失业问题。 关键词：大学生失业；失业保险；就业促进 Abstract In recent years, with college employment system reform and the expansion of college enrollment, college students increasing employment pressure, the employment rate has been hovering in the low, the employment of university students has become difficult socio-economic problems of widespread concern. Under such circumstances, the establishment of unemployment insurance must be college students. In this paper, the unemployed college students with practice and analysis of the reasons that unemployment of university students in China is not only an inevitable social phenomenon, but also the worlds matter of common concern, the University of continuous expansion, the financial turmoil is a result of sweeping the unemployed graduates. It can not be the responsibility of students is directly attributable to education, should be to look at the economic situation, the social security system, the education of university students in the current market functions for the employment needs of students .Proposed the establishment of the unemployment insurance system, as well as the significance of the establishment of the system and feasibility, and pointed out that university students should step up the legislative work of the unemployment insurance, unemployment insurance, college students should be appropriate for voluntary insurance at the same time, unemployment insurance and give full play to the function of promoting employment, follow the example of developed countries, the introduction of practical and effec
