摘 要 随着我国经济迅速发展，环境问题也不断突出，污染事故出现的频次、强度也有逐渐增加的趋势而且随着人民生活水平的不断提高，环境质量状况已经成为公众关注的焦点突发环境污染事故往往在我们生产和生活中生产、运输、使用化学危险品时，人为的疏忽或错误操作，造成泄漏，会引起环境污染，使人体健康受到危害。由于突发性环境污染事故发生的时间、地点、环境具有很大的不确定性，发生突然、来势凶猛，在瞬时或短时间内大量的排出污染物质，对环境造成严重污染和破坏，给国家和人民财产造成重大损失。由此可见，建立统一高效的危险品流转管理、突发环境污染事故监管与应急处理系统迫在眉睫。 通过基于RFID数据管理技术和现代物流管理技术的研究，研究基于RFID的现代物流管理技术和管理模式，以及基于RFID公共服务平台技术的现代物流管理系统架构；研究RFID中间件技术，对危险品流转信息以及现有环保信息等源数据进行集成。研发出基于RFID的危险品流转管理系统软件，通过在危险品生产一开始就给每个危险品贴附一个RFID标签，在生产、流通、回收等整个过程来唯一标识该危险品，跟踪危险品的整个生产和流通过程，来确保危险品的安全生产和流通，形成的开放性公共服务平台。 关键词RFID, 电子标签,ABSTRACT Along with our country economy rapid development, the environment question unceasingly was also prominent, the pollution accident appears the frequency, the intensity also have the gradual increase tendency, moreover along with the lives of the people level unceasing enhancement, the environment quality condition already became the public attention the focal point. Arises suddenly the environmental pollution accident often to produce when us produces, the transportation, the use chemistry dangerous material with the life in, the artificial negligence or the mis-operation, create divulging, can cause the environmental pollution, causes the human body health to receive the harm. Because the burst characteristics environmental pollution accident occurs the time, the place, the environment have the very big uncertainty, has suddenly, the oncoming force fierceness, massive discharges the pollution material in the instant or the short time, causes the serious pollution and the destruction to the environment, causes the heavy losses for the country and the peoples property. Thus it can be seen, establishes the unification highly effective dangerous material to past the management, sharp-edged environmental pollution accident supervising and managing and the emergency processing system is imminent.
