中国对非援助及其面临的新挑战 China’s Development Assistance to Africa and New Challenges to Its Practice 徐伟忠 (Xu Weizhong) （Abstract） As the largest developing country, China considers the developing countries as the base of China’s foreign policy, and Africa is the base of the base. China has given its development assistance to Africa since the founding of the People’s Republic of China and has accomplished considerable achievements. Chinese development assistance to Africa can be divided into two periods. First period began from the founding of the People’s Republic in 1949 till 1978 (the year of the beginning of China’s economic reform). In this period, China’s development assistance to Africa was mainly focused on supporting African countries’ national liberation movement. The second period is from 1978 till now, the emphasis is more on establishing a mutual-beneficial relationship between China and Africa. Chinese development assistance has several characteristics: emphasis on equality and to establish mutual-beneficial relationship, development assistance closely linked to economic cooperation, more forms of development assistance and fast increase in scope and fields. In a matter of fact, Chinese development assistance’s conception, structuring, practice are quite different from those of the DAC of OECD. China has in Africa three strategic interests, which are also the major objectives of China’s development assistance to Africa: political interest, economic interest and the need of reunification of China (Taiwan issue). With the fast increase of China’s development assistance to Africa, China is facing more challenges: ● Deal with domestic need and the increase of China’s increase of development assistance to Africa. ● How to help Africa more on its capacity building. ● How to make Chinese enterprises and entrepreneurs be more socially responsible towards Africa. ● How to insist on its good practice in the past and to introduce new good forms and practices of d
