Our Countryw ill go through the transition from mi itation to mi itative innova tion and finally, to independent innovation. Through establish ing the evaluation index system of innovative drug RD ability, theRD ab ilities of China, U A, European Union and Ind iaw ere quantitatively analyzed in this arti cle. Then our comparative advantages and d isadvantagesw ere evaluated. The policy reasons that caused the differ ence were d iscussed. Itw as suggested that our country tmi ely adjust and revise patent law, drug regu lations, and fiscal and human resource policies to encourage pharmaceutical enterprises to increase their investment in innovative drug RD.
