关于加强济南市财源建设的问题研究 摘 要 财政收入是衡量一个国家或地区综合实力的重要指标之一,它决定了政府在整个社会经济活动中提供公共物品和公共服务的能力。财源建设作为增加政府财政收入，推动经济增长的重要动力，成为各地政府财政工作中的重要组成部分之一。近年来，市财政以促进经济建设和社会各项事业发展为中心，大力组织收入，逐步优化支出结构，确保各项预算任务顺利执行，同时积极推行和深化财政体制改革，加强财政管理。在全市经济持续快速发展的基础上，全市财政运行状况良好，财政收支一直保持快速、稳健的增长态势。但与省内外发达城市相比还存在很大的差距，如何加强财源建设，助力经济发展，成为各级地方政府免礼的重要课题。 本文在查阅大量国内外相关文献资料、借鉴多地财源建设经验以及在对济南市财源建设现状进行深入调查研究的基础上，开展相关数据分析和对比研究，从而揭示我市财源建设制度本身及在实践中仍然存在的现实问题，并且对问题产生的原因做出深层次分析，进而设计出可以改善财源状况的思路和措施，提出具有较强针对性和可操作性的相关建议。 关键词：济南市；财源；财源建设； ABSTRACT Fiscal revenue is measure of a country or a region one of the important indicators of comprehensive strength, it determines the government in the whole social economic activity in the provision of public goods and public service ability.
