第 37 卷第 3 期 ( ) 浙 江 大 学 学 报 人文社会科学版 Vol . 37 , No . 3 　 2007 年 5 月 Journal of Zhej iang University( Humanities and Social Sciences) May 2007 我国铁路提速工程的哲学思考 傅志寰 (全国人大 财政经济委员会 , 北京 100805) [摘 　要] 铁路在我国现代交通运输系统与经济发展中具有十分重要的地位 , 自20 世纪 90 年代中期 至 2004 年 ,我国铁路实施了五次大提速 ,取得了明显的经济和社会效益 。本文从哲学角度对五次大提速 进行了探讨 ,指出铁路提速取得成功 ,是由于清醒地分析了国情并作出了正确的决策 ,是由于始终坚持创 新 ,即技术创新 、运输组织与管理创新以及安全管理的创新 。同时强调 ,铁路提速取得 良好的效果 ,还因 为正确处理了几个辩证关系 ,包括“提速模式”和“运输模式”的辩证关系 ,“可能”与“不可能”的辩证关系 , 技术引进与自主创新的辩证关系 ,“内涵”发展与“外延”发展的辩证关系 ,将提速工程与哲学很好地结合 起来 。 [ 关键词] 铁路 ; 提速工程 ; 哲学思考 + ( ) [ 中图分类号] U292 . 5 52 ; B02 　[文献标志码] A 　[文章编号] 1008 - 942X 2007 03 - 0005 - 10 Philosophical Reflections on the Acceleration of China ’s Rail ways FU Zhihuan ( ) Financial and Econom ic Com m ittee of the N ational Peop le ’s Cong ress , B eij ing 100805 , China Abstract : Railway p lay s an imp ort ant role in China ’s mo der n t ran sport ation and econo mic develop ment .
