国有控股公司财务治理问题研究 随着国有资产管理改革的不断深入，国有控股公司已成为国有资本运营的主体，在关键行业和重点领域占有绝对优势，成为我国经济发展和参与国际竞争的主力军。但是，改革步伐的逐步加快，公司财务治理效率不高的问题严重阻碍了国有控股公司的发展，所以财务治理也就成为亟待解决的首要问题。 根据国有控股公司的现状，找出国有控股公司财务治理中存在的主要问题，从这些普遍的问题上着手找出相应的解决对策。先从财务治理的内涵及相关理论入手，运用理论分析与实证分析相结合的方法，发现关键在于合理配置财权、建立有效地激励约束机制和相关机构监督职能的充分发挥等。最后通过借鉴上海仪电控股公司的成功经验，提出了完善股权机制、激励约束机制以及监督机制等措施来解决国有控股公司的财务治理问题。 ；Research on Financial Governance of State-owned holding Company Abstract With the reform of state-owned asset management deepening, the state-owned holding company has become the subject of state-owned capital operation in key industries and key areas has an absolute advantage, become our country economy development and the main force in international competition. However, the pace of reform has been accelerating gradually, the company financial governance efficiency is not high problem seriously hindered the development of state-owned holding company, so the financial governance t will become the primary issue urgently solved. According to the present situation of state-owned holding company, find out the state-owned holding company financial management, the main problems existing in from these common problems on begin to find the corresponding solution countermeasures.Start from the connotation of financial management and relevant theory of theoretical analysis and empirical analysis using the method of combining,the key is to rational configuration of property, establish effective incentive and restraint mechanism and related institutions supervision function fully, etc. Finally through using Shanghai instrument holding company of successful experience, puts forward several Suggestions on improving equity mechanism and incentive and restraint mechanisms and supervision mechanism measures to solve the state-owned holding company financial governance problems.
