我国公债适度规模问题的探讨 Chinese Government Bonds of Moderate Scale Problem Study 摘 要 我国自1981年恢复发行公债以来，公债的发行规模呈阶段式跃升。特别是1998年以来，国家实施了以增发公债为主的积极财政政策，公债规模急剧膨胀，公债适度规模问题成为理论界讨论的焦点。论文尝试将公债规模问题作为研究对象，在已有研究成果的基础上对公债规模问题作重新思考，以求达到丰富这一领域的研究目的。 从宏观经济环境和公债规模的关系入手，介绍了公债的基本理论，分析了我国公债规模现状及其存在的主要问题，通过公债规模经济影响因素以及衡量指标的分析，并且借鉴了美国在控制公债规模问题上的意见，对我国公债的适度规模问题进行深入研究，最后提出了防范公债规模过大带来的风险的相关政策建议。 关键词：；； Abstract Our country since 1981, national debt issued bonds recovery since the issuance of a scale stage type jumped.
