地方政府行政能力研究——以汶川县政府处理公共危机事件为例 第 PAGE \* MERGEFORMAT IV页 摘要 当前，我国正处于社会转型期，各类矛盾集中凸显。我国地方政府行政能力虽然有所提高，但在实践中仍暴露出很多问题。 地方政府行政能力是指一种综合性的行动过程中表现出来的政府自身所具备的合力。地方政府作为政府的基层组织，在处理公共危机的过程中，是具体问题的直接面对者，是政策的具体执行者和落实者，是政府形象的代表者。地方政府的行政能力的高低对于能否处理好公共危机具有重大的作用。在危机事件频繁发生的当代社会，如何提升我国地方政府的行政能力，使政府行政能力与危机管理形成良好的循环，已经成为一个十分紧迫的问题。 当前提升我国地方政府行政能力的主要途径是，在保持已有优势的基础上，借鉴国外行政执行的经验与教训，进一步完善与优化我国??方政府行政体制，树立现代行政执行理念、提高执行人员的素质和能力、积极完善科学合理的政策体系、健全地方政府行政执行的运行机制，以提升地方政府行政能力。 关键词：地方政府；政府能力；公共危机管理 Abstract At present, our country is in the social transition period, various contradictions highlighted. Although our local government’s executive ability rises somewhat, it still exposes some problems in practice. The local government administrative ability is a kind of comprehensive force of its own manifested in the process of government.As a grass-roots organization of the government, local government in the process of dealing with public crisis, is a direct face the specific problems, and is the concrete executor and implementation of a policy, be representatives of the government image. The discretion of the local government administrative ability plays an important role to deal with public crisis. In crisis events frequently occur in contemporary society, how to improve the administrative ability of local governments in China, the government administrative ability and crisis management to form a good circulation, has become a very pressing problem. The main way to improve local governments administrative ability is to draw lessons from foreign lessons on the basis of existing advantages of administrative enforcement, to further improve and optimize local governments executive system, to establish modern administrative idea, to improve the quality and ability of executive staff, to improve the scientific and reasonable policy system and to perfect the local government administrative mechanism.
