In his thoughts on higher vocational education， he firstly demonstrates the vital role and effects of higher vocational education and regards higher vocational education as one of the two pillars of Chinese higher education popularization； secondly， he reveals the key issues of higher vocational education development and holds that the management system， enrollment and employment system， the investment and tuition system of higher vocational education should be reformed to break the traditional bondage； thirdly， he proactively puts forward that an independent system should be built and issues like further studies for higher academic degrees， multilevel education and connections to other education systems should be paid more attention to. Thoughts of Professor Pan Maoyuan on higher vocational education has been an important source of Chinese higher vocational education theories and thoughts， and they played an important role in the reform and development of Chinese higher vocational education. 　　作为我国高等教育研究的奠基人和高等教育学科的创始人，潘懋元教授对中国高等教育理论研究和实践改革做出了很大贡献。特
