中国人民武装警察部 队学院 毕业论文（设计） 题目 学 号 20030540035 姓 名 系 队 消防指挥系队 专 业 消防指挥 指导教师 高锦田 副教授 二年六月摘 要 近几年来，随着我国消防工作社会化的不断推进，合同制消防队伍蓬勃发展起来，有效缓解了公安现役消防警力不足，促进了消防部队的各项工作。然而，合同制消防队伍在发展中也出现了一些新的问题，比如经济收入少，政治地位低，队伍稳定性不够，人员流动性较大，管理不规范，战斗力不强等等，这些问题如果得不到及时解决，势必严重影响的持续、健康、稳定发展。 Study on problems and countermeasures in the construction of contract fire Abstract In recent years，With the sustainable development of the socialization of Chinas fire-fighting, the contract system fire-fighting becomes more and more popular, which effectively alleviates the shortage of active service in fire-fighter police and improves the fire-fighting work. However, the contract system also brings some new problems, such as low income of staff, low political status of staff, lacking enough team stability, great mobility of staff, non-standardized management, and weak battle effectiveness, and so on. Without proper resolution, the contract system will seriously affect the sustained, healthy and stable development of fire-fighting team. Thus, through the analysis of the current situation of contract system in fire-fighting team, this article sums up the problems brought by contract system and compares it with the developed countries’ fire system. In the end of the article, the author brings forward some useful reference to keep the stability of the firm team, including: improving policies and regulations, increasing incomes, raising the political status of the establishment of a reasonable incentive mechanism, strengthening political and ideological education; innovativing management methods to the re-employment protection of the firemen work; establishing the Chinas national conditions of occupational fire system.
