财政支农政策研究 [摘要] 随着党中央和全社会对“三农“问题关注程度的日益增加，越发凸现出财政支农的重要性。如何更好地发挥财政支农政策，在促进农业发展和社会主义新农村建设中的作用，是关系到中国经济能否持续增长的重要因素之一。本文首先，介绍了财政支农的意义及当前中国财政支农的现状；接下来，列举出美国、欧盟、日本三个国家和地区组织在财政支农方面值得我国学习、借鉴的地方；最后，就财政支农政策体系的完善，从其主要政策中的农业补贴、税费改革、农业科技与农业基础设施建设的投入，以及配套政策中的农业保险、农业信贷、相应的管理监督体制，这六个方面分别提出了一些相关建议和对策。 [关键词] 财政支农 政策 Research on the Policies of Financial Support to Agriculture [Abstract] With the CPC Central Committee and all society growing concern on the sannong problems, the importance of financial support to agriculture highlights more.
