工程项目中实施全过程监理的研究 摘 要 我国改革开放已经有了37年的历史，我国的监理制度也随着改革开放的进行有了长足的发展。但是随着市场经济的调节，我国的监理制度逐渐变成了施工阶段监理，这与国外的全过程监理制差距逐渐增大。由于我国监理制度存在很多的问题，比如：监理人员素质不高，社会风气不好，人们对于监理工作都局限在施工阶段监理，完全不了解监理工作的全部内容。本文从我国建设监理的发展谈起，剖析我国监理制度存在的问题。然后细解全过程监理的具体内容，对比我国和外国全过程监理制度，了解我国为什么现阶段实施不了全过程监理。但是实施全过程监理制度是时势所指，若我国监理单位想要向世界市场发展，就必须实施全过程监理制度，所以这是势在必行的。最后结合国外全过程监理经验，提出我国全过程监理项目的对策建议。 关键词：全过程监理，人员素质，社会风气，监理制度 Research on the whole process supervision in engineering projects Abstract China has 37 years of reform and opening up, and the supervision system of our country has made considerable development along with the reform and opening up..
