中文摘要 大力推进节约集约用地制度,如今已经演变成一个优化社会资源配置的重要 举措之一,同时也是调整社会主义经济建设、资源合理利用以及更好的与保护环 境相协调的客观要求。土地资源作为自然资源的重要构成要素,能否实现区域的 可持续发展很大程度上取决于该区域土地的集约利用程度。正是基于目前的研究 现状,不少国内外的学者致力于对土地集约利用问题的研究,但是研究的重心基 本上偏重于对城市土地集约利用领域上,往往忽视了对开发区,这个新生的事物 在土地集约利用方面的理论和现实意义,所以,针对开发区土地集约利用的系统 评价体系、理论研究和定量化分析研究相对比较缺乏。因此,本文正是结合这样 的背景下,对开发区(高新区)的土地集约利用及其潜力评价进行分析研究。 本文是从土地管理的几个重要理论出发,如:地租地价理论、区位理论等, 对开发区土地集约利用的进行描述,并参照国土资源部开发区土地集约利用评价 方案测算了天津滨海高新技术产业开发区华苑科技园的土地集约利用潜力并提 出挖潜对策。目的在于为天津滨海高新技术产业开发区,特别是华苑科技园今后 的土地管理,包括制定土地集约利用方向提供依据,在这基础上,对开发区的用 地、管理提出建议,保障开发区可持续的健康发展,促进土地资源的集约节约利 用。 关键词:开发区;土地集约利用;潜力测算;挖潜对策 ABSTRACT The system of intensive land use should be vigorously promoted , which is not only an important measure to establish conservation-oriented society but also an inevitable requirement to coordinate economic construction, utilization of resources and environmental protection. The success of the strategy of regional sustainable development mainly depends on the intensive use of land , an important component part of natural resources. Therefore , considerable research on intensive land use has been done by the scholars at home and abroad , who put the emphasis on the urban area instead of the development area, a newborn thing. Consequently, there were insufficient systematic theory research and qualitative analysis research on intensive land use in development area. Under these circumstances , the intensive use of land and potential calculation are studied in the paper. The paper is based on several important theories on land administration , such as land rent theory and location theory. In the paper , the intensive land use in development area is introduced , whose potential , referring to the Evaluation of intensive land use issued by Ministry of Land and Resources , is calculated.
