摘要
近年来,中国银行业的发展的主要特征是“变”,其一是经营环境的变化 ,
如利率市场化、金融脱媒的深化,以余额宝为代表的互联网金融的突起;其二是
商业银行自身求变,主要表现在众多商业银行对组织结构的事业部制改革,如民
生银行、兴业银行、广发银行和交通银行等先后进行了事业部制改革或已经提出
了相应的事业部改革方案。然而事业部制改革对中国商业银行来说依然还处于
“摸着石头过河”的阶段,急需理论上和实践上的指导。2007 年民生银行开创
了事业部制改革的先河,至今民生银行事业部已有效运行了6 年,取得的成绩有
目共暏。
基于此,本文以民生银行事业部为研究案例,试图分析民生银行事业部现阶
段存在的主要问题,以提出相应的对策,试着总结民生银行事业部改革对中国其
它商业银行的启示。通过收集整理有关资料,本文发现现阶段民生银行主要还存
在以下几个问题,即分行与事业部之间的利益冲突问题、全面风险管理体系尚不
完善、绩效管理体系尚不完善,针对每个问题本文提出了相应的解决对策。最后,
本文总结了民生银行事业部改革的启示,认为事业部制是中国商业银行组织结构
改革的方向;事业部制改革要有清晰的发展战略和准确的市场定位为指导;解决
好利益重分配问题是事业部改革能否推行的关键等。

Abstract
In recent years, the main feature of the development of China’s bank industry is
chang. Firstly, It comes from the change of the business environment, such as the
further development of interest rate liberalization and financial disintermediation, the
rapid expansion of Internet Finance represented by YueBao; Secondly, It comes from
the commercial banks’ self-reform, which is mainly reflected in the multi-divisional
structure reform, such as Minsheng Bank, Industrial Bank, Guangdong Development
Bank and Bank of Communications Division has carried out or have been proposed
reformal plan of the multi-divisional structure. However, the multi-divisional structure
reform of Chinas commercial banks stay at the trial and error stage, which needs
guidance in theory and practice very badly. In 2007, Minsheng Bank took the lead in
reforming organization structure. Minsheng Bank’s multi-divisional structure has
been effectively running for six years, its achievements are obvious to all.
