However, Ningbo private garment enterprises have been facing some problems, such as small capital scale, backward technology ,immature, enterprise management system deviation and market vicious competition in the market-oriented economic conditions, international trade barriers and other issues. Under the new international trade environment, how to survive and develop, how to expand the international market , how to enhance their position in the global value chain have become the increasingly questions that Ningbo garment export enterprises are considering. The main content of this paper is first to understand clearly through the garment export enterprises in Ningbo current domestic and international environment , analysis of todays Ningbo garment export enterprises in the global value chain and the global competitiveness, use of relevant theoretical guidance, citing the example of Ningbo ShanShan Group in the value chain, systematic analysis of two major aspects of the establishment of brand and product development, and ultimately give more operational recommendations, hoping to give a positive impact on the rise in the global value chain of Ningbo garment export enterprises.
