摘要 近年来，现代大学制度一直是社会各界普遍关注的一个社会热点问题。随着我国高等 教育体制改革的深入发展，许多制约我国高校发展的深层问题逐渐浮出水面，改革也越来 越直抵根本。2010 年7 月29 日，备受关注的《国家中长期教育改革和发展规划纲要（2010 —2020）》（以下简称《纲要》）全文正式发布，这是进入21 世纪我国第一个教育规划，是 今后一个时期的指导中国教育改革和发展的纲领性文件。其中《纲要》突出了建立中国特 色现代大学制度的要求，并突出了落实学校办学自主权，完善大学治理结构等一系列大学 制度建设的重要内容。这为学者研究现代大学制度，推进大学制度改革指明了方向。 从何种角度入手，学术界众说纷纭，面对我国现行大学制度存在的诸多不足之处，本 文立足于自主办学的角度，主张在这一理念下推进我国的现代大学制度建设。纵观我国的 现行大学制度存在的问题本文主要从以下四个方面进行论述：（一）政府与大学之间的关 系尚未理顺；（二）社会与大学的关系尚未完善；（三）大学之间的关系尚未规范；（四） 大学内部管理机制尚未健全。针对这些问题，本文试图提出以下三个方面提出建议和对策： （一）社会机制的构建；（二）依法办学机制建设；（三）大学管理机制的构建；（四）注 重国际化与本土化相结合。希望通过运用自主办学理念对我国的现代大学制度的构建提出 一些新的阐释。 关键词： 现代大学制度 自主办学 问题 对策 中国 Abstract In recent years, the modern university system has been the social problem of common concern from all walks of society.
