CENTRAL SOUTH UNIVERSITY 本科毕业论文 论 文 题 目: 网格化管理在城市公共安全监管中的应用研究 学 院： 资源与安全工程学院 专 业 班 级： 安 全 工 程 0802 班 姓 名: 李 绍 良 指 导 教 师: 黄 锐 副教授 中 南 大 学 2012 年 6 月 摘要 本文充分利用现代信息技术理论与实现方法，借鉴网络技术和城市网格化管理的理念，针对现代城市公共安全管理实践中已经具备的基础和存在的主要问题，紧密结合长沙市公共安全管理实际，对城市公共安全网格化管理模式建设的背景条件、城市公共安全网格化管理的基础理论、城市公共安全网格化管理的关键技术、城市公共安全网格化管理的基本要素、城市公共安全网格化管理规划体系以及城市公共安全网格化管理信息平台等方面进行了全面系统的研究。 本文重点提出了城市公共安全网格化管理的概念、网格区划以及编码方法。从网格化管理的视角，全新地定义了城市公共网格化管理的内容、事件和部件。将城市公共安全与网格化管理相结合，构建了一个完整的城市公共安全网格化管理模式。该模式涵盖了城市公共安全网格化管理规划体系、城市公共安全网格化管理应急救援体系和城市公共安全责任体系。在此基础上建立了城市公共安全网格化管理信息平台，该平台包括基础设施层、数据信息层、服务层、应用层以及表现层5个层次，各个层次逻辑上相互关联，实现公共安全动态监管。 本文完成了城市公共安全网格化管理从概念提出、理论创建、模型设计、信息平台建设的全过程。建立长沙市开福区公共安全网格化管理体系，并以四方坪街道为例论述这一全新管理模式的具体实施过程。在提升公共安全管理效率的同时，也促进了网格化管理的研究。同时，为建设安全城市做出了贡献。 关键词：城市公共安全，网格化管理，公共安全规划，应急救援 Abstract Taking full advantage of the current information technology and its method for implement, such as the grad computing technology and the concept of city grids-based management, the paper is mainly about the foundations of modern city public security management and existing problems. Based on the situations of public safety management in Changsha, this paper focuses on these items: the background of the urban public grid-based security management, the basic theories of the urban public grid-based security management, the key techniques and the basic elements of the urban public grid-based security management, the system and the information platform of it. This research lays emphasis on the connotation of grid-based management of urban cities, grid-based division and coding method. From the perspective of grid-based management, we redefine the content, events and components of it. Combing the urban public security to the grid-based management, we construct a complete grid-based urban public security management mode.
