新形势下安徽省基层电子政务发展研究 过对安徽省宿松县电子政务建设的深入调查和分析，罗列出了宿松县基层电子政务建 设的基本做法和基本经验，总结出其实施电子政务所取得的成效，在这一典型县级政 府电子政务建设的经验启发下，笔者提出了安徽省电子政务建设的方向和重点任务及 对策，要重视电子政务建设规划，要在思想上高度重视，要抓住当前皖江城市带承接 沿海产业转移示范区建设的历史性基于，统一规划，统一协调，整合资源，实现我省 基层电子政务建设的跨越式发展，打造出精品的电子政务服务，为我省新农村建设和 服务“三农”以及新型化工业道路创造良好的行政服务环境。 关键词：基层 电子政务 发展 II Abstract Nowadays, with the increasing popularity of informatization, Information technology, which is based on computer and network technology has been widely used in every walk of life and has greatly promoted their operational efficiency in production, consumption and management. Similarly, informatization is widespread in the administrative region. Office information has been popularized in the government. Furthermore, high-level information technology in government organization has been adopted in every field including routine office work, information gathering, information issue, information sharing and management of public affairs. The national mode of networking management in administration comes into being, but information technology is hard to put to use in the grass-root administrative organization for such causes as the limitation of environmental situation and the information technology used in grass-root administrative organization is lagged far behind. With the rapid expansion of modern information technology and the further improvement of socioeconomic situation in our province, grass- root governments have attached increasing importance to the construction of e-government. Various software and hardware technologies have been adopted gradually in the construction of our grass-root e-government. In recent 10 years, the grass–root e-government construction in Anhui province has gone through various difficulties, for example, it is badly restricted by the social economy in Anhui province.
