3 现代化进程中苏州警民关系研究 中文摘要 中文摘要 公安机关肩负着巩固共产党执政地位、维护国家长治久安、保障人民群众安 居乐业的重大历史使命，它的性质和任务决定了公安机关必须与人民群众时刻保 持密切联系。当前，苏州正处在转型升级、创新发展的关键时期，警民关系受经 济、政治、社会、文化多种因素影响和共同作用，面临着许多新情况、新问题， 公安机关必须高度重视和加强新时期警民关系建设，才能进一步打牢坚实的群众 基础，为公安工作开展提供有力支撑，从根本上实现公安工作全面、协调、可持 续发展。 本文运用公共管理学知识，以苏州警民关系为研究对象，介绍了现代化进程 中苏州警民关系的特点及定位，分析了苏州在警民关系建设方面取得的成效和存 在的不足，对经济、政治、文化、社会转型发展给警民关系带来的影响进行探讨， 重点论述了现代化进程中加强警民关系建设的对策。 关键词：现代化 警民关系 建设 作 者：张 菁 指导老师：潘晓珍 I 英文摘要 现代化进程中苏州警民关系研究 Research on the relationship between the police and citizens in Suzhou during the process of modernization Abstract The Police are responsible for consolidating the ruling Communist Party, protecting China’s safety, and protecting the citizens of China to enable them to safely live and work. Its mission is to connect with the citizens closely. Currently, Suzhou is at a period where it updates its mission to make creation and achieve development. The relationship between the police and citizens is affected by, for example, economic, political, social, cultural factors. The relationship is affected by new problems, so the police need to repair and develop the relationship, to enable the citizens to have a greater support of the police, to enable the job of the police to become easier, and to continually develop the relationship. This paper uses the knowledge of public management, research on the relationship and characteristic between the police and citizens, and analyses the strengths and weakness on building the relationship between the police and citizens in Suzhou. The paper discusses the effect of the relationship made by economic, political, cultural and social changes, and emphasize
