Abstract：The speed controller is the core unit of Automatic Train Operation system, and is also an important part of train control system. According to the present high-speed trains without ATO function, it is important to study the intelligent speed controller of ATO system for realizing automatic high-speed train operation. Through the analysis of the structure and function of CTCS-3 system, the plan which the speed controller of ATO system was applied in CTCS-3 system is pro- posed. Connection way between the speed controller of ATO system with board equipments and ground equipments is designed to achieve the information exchange. Then the speed controller model is established by using the grey system theory which is good at researching system that extension is clear and connotation is not clear, and the reasonable strategy of automatic train operation is got by calculations of forecasting and decision-making. The optimal control strategy is got by using genetic algorithm. The simulation results show that the method achieves automatic high-speed train operation under the CTCS-3 system, and the performances of train operation are improved.
