内 容 摘 要
二十世纪八十年代以来,我国民营企业如雨后春笋般的迅速发展起来,到九十年代中期,民营经济的工业总产值已占我国工业总产值的半壁江山,民营经济已经在我国国民经济中有着不可替代的重要作用,但由于民营企业长期缺乏有效的战略管理,其发展受到了明显的制约。本文从我国民营企业战略管理现状出发,引出了我国民营企业战略管理存在的主要问题,如目标不明确,竞争力不强;急功近利,缺乏系统的长远规划;极端冒进,盲目多元化; 小富即安,缺乏危机感等等;通过深入分析其原因主要是受企业本身、制度、文化观念及理论研究等多方面制约;最后概括论述了四个具体的对策:加强民营企业人力资源管理水平; 建立专门的战略管理部门及其战略管理相匹配的组织机构;培养民营企业的核心竞争力和建立与战略管理相适应的企业文化来解决目前我国民营企业战略管理所出现的问题。

Abstract
Since the 1980s, the privately operated enterprise has developed like bamboo shoots which grow after the rain, untile the middle of 90s , the gross value of industrial output of privately operated economy has accounted for the half of our country gross value of industrial output, the privately operated economy has already become the vital role which can not be substituted in our country national economy, but because the privately operated enterprises have been lack of valid strategy management for a long time, their development has faced obvious restriction. This article embark from the present situation of privately operated enterprise’s strategy management in our country, and then drawn out the main question in our privately operated enterprise’s strategy management, such as the goal is not clear, the competitive ability is not strong; too eager for success quickly and immediate gain, but is lack of long term plan; run in blind and multiple develop reckless; become satisfied when just get a little fruit,be lack of critical sense and so on. By analyze thoroughly, these reasons are mainly that the enterprises theirselves are restricted by their system, culturl,fundamental research and so on. Finally, the author summarized the four concrete countermeasures: strengthen the human resources control level of privately operated enterprise; establish the special strategy management section and the organizations and age
