摘要 农业产业化是市场经济规律作用于农业生产活动的结果，也是由传统农业向现代 农业发展的趋势和方向。在我国实行社会主义市场经济的条件下，农业产业化作为适 应我国农村改革和发展需要而产生的一种新型的农业组织形式和经营机制，在提高农 业生产效益，增加农民收入，促进农村经济发展中发挥出重要作用。关于农业产业化 经营的研究和探讨，也因此成为广大农业理论和实践工作者关注的热点。 河北省张家口市近年来农业产业化经营从起步到发展，取得明显成效。但是和国 内沿海发达地区和周边先进省份相比，目前张家口市的农业产业化经营在发展规模、 发展实力、组织模式、运营机制、扶持政策等方面还存在许多问题，客观上需要在农 业产业化经营上取得新的突破。基于这种考虑，本文以农业产业化理论为指导，辅以 实例论证，在深刻认识和分析农业产业化产生背景、内涵实质的基础上，借鉴发达国 家和国内发达地区农业产业化发展的启示和经验，提出了张家口市农业产业化发展的 总体思路及对策。从改善农业产业化龙头企业发展的内部环境和外部环境着手，做强 做大龙头企业，建设企业集群；在龙头企业和农户之间建立稳定紧密的利益联结机制； 大力发展农民专业合作经济组织，提高农民的组织化程度；从政府引导、体制改革、 技术培训和增加投入着手，加快科技创新和技术进步，提高农业产业化经营的科技含 量，推进市场体系建设，充分发挥市场对农业产业化的拉动作用，转变政府职能，努 力在制定发展规划、完善扶持机制、建设基础设施、提供优质服务等方面为推进农业 产业化发展营造良好的环境。 关键词：张家口市 农业产业化 思路和对策 Abstract Agricultural industrialization is the result produced by the law of market economy，as well as the trend and direction for traditional agriculture to transform into modern agriculture.On condition that China practices socialism market economy，agricultural industrialization，as one new way in agricultural organization and business operation that adapts to the requirements of rural reform and development of China，is playing an important role in improving agricultural efficiency and increasing farmer’s income in China.Asaresult，the study and exploration on industrialized agricultural operation has become the hotpoint attracting lots of the scientific workers in agricultural theories and practices.
