We propose a three-phase framework that employs Data Envelopment Analysis as our methodology for the ranking of drug evaluation before submitting to the Pharmacy and Therapeutics Committee for final discussion. In the first phase, we conduct Efficiency Analysis using organization-level indices. Then, in the second phase, we rank the drug efficiency for the evaluated items by Cross Efficiency Analysis. At last, we summarize the efficiency ranking results and submit the report to the Pharmacy and Therapeutics Committee in the third phase. Also, this study suggests performing Sensitivity Analysis to show the impact on the organization-level indices to the medical center as well as the Pharmacy Department after deleting drugs item by item.
