Abstract The true worth of the work of the grass．roots tax bureaus lies in the fact that“all due taxes are collected”．111e most effective way to prevent tax lOSS is to better supervise and control tax resources．Along with the rapid development of the global information age，the supervision and control of tax resources ale more and more reflected in the degree of constructing information—based tax．According to some relevant data,the per capita taxation in America iS more than 1 0 million dollars．and the per capita taxation in Japan iS also more than l billion Yen．1rIle tax revenues cost in OUr country iS 7．8 times that of America and 5．3 times that of Japan．And one of the reasons why OUr tax revenues cost iS higher than western developed countries iS that the level of information-based taxation in OUr grass·roots tax bureaus iS still quite lOW．In order to solve this problem，I tllink in the first place we have to resolve the information sharing between the grass-roots tax bureaus and other governmental department．And the key issue I am going to deal with is the difficulty in supervising and controlling tax resources which iS caused by the failure of data information sharing between the grass-roots tax bureaus and commerce and industry bureaus，banks and the state treasuries and SO forth．Under the guidance of the‘New Public Administration’and on the theoretical basis of economics and management concept of private sectors，this thesis aims at evolving the information sharing into the information service industry and allowing it to run on a commercial basis，and only the entrepreneurs Can effectively contact the information resources and the application requirements．SO as to create a beneficial information service scale and meanwhile introduce the business administration approaches and tools into the government administration and broader fields ofpublic administration． Key words：Grass—roots Tax,Information Sharing,Public Administration,Governmental Department 独创性声明 本人郑重声明：所提
