中文摘要 住房公积金制度是结合我国国情建立和发展起来的社会住房金融保障制度， 其根本目的是以市场化手段解决居民的住房需求，保障中低收入人群的住房权 利。完善住房公积金制度，推动住房金融专业化、促进住房保障事业的发展关系 到我国社会主义事业的长治久安。 自 1991 年建立以来，住房公积金制度通过职工和单位共同缴存公积金，形 成使低息、长期的住房公积金贷款,成为解决职工住房问题的有效途径，改变了 职工长期以来依靠国家、单位实物分房住房福利制度；同时，归集的沉淀资金， 为保障房的兴建提供了资金支持，解决了低收入家庭的住房困难。但现有住房公 积金制度仍面临很多问题，也常被人诟病，政府决策者时时处于两难困境。 本文运用定性分析、比较分析与案例分析相结合的研究方法，对我国住房公 积金制度的形成、发展和问题进行了研究。首先对我国住房公积金制度的发展和 面临的风险进行了分析；然后对新加坡、德国、英国的住房保障制度进行介绍并 提炼出值得借鉴的内容；进而分析了我国目前住房公积金制度在管理制度与运营 制度中存在的问题，最后提出解决这些问题的有效对策及建议。 关键词：住房公积金制度 住房保障制度 住房金融 ABSTRACT Housing accumulation fund system, which is established based on our national conditions, was developed be a national social finance of housing-secure system. It focuses on solving people’s housing demand, especially the group with low-and middle-income. For the cause of socialism needs long-term certainty, to improve housing accumulation fund system, to promote social finance of housing-secure professionalism, to promote the social housing development are very important. The housing accumulation fund system is established on year 1991, afterwards it changed the whole old method of housing welfare system which mainly depends on the nation’s government and the employees’ units’ supplies. According to the employees’ and units’ housing accumulation fund deposits, the fund became huge finance resource. All above make a low-rate long-term loan for housing possible for people with needed. Meanwhile, the sleeping funds deposited becomes the financial support for the low-income-families’ housing. However the housing accumulation fund system is not perfect. It is still facing quite of problems, which are criticized by people, the nation’s decision makers are in difficult spot always.
