Every government all over the world tries their best to improve the construction of digital society. History in which Chinas community building has more than ten years only so far since Ministry of Civil Affairs recommended the community service in 1986.Communitys public management system is in course of setting up progressively. Still there are a lot of defects in both theoretical research and practice construction. Digital community building of China was just launched under such a realistic background, so the problem more complicated than other countries. The paper is on the basis of the analysis of current situation of the digital community. There is an obvious character among them: digital communities in China are initiating, leading, and promote directly by government generally. So it’s become one of the extremely key problems to define government’s function and fully gives play to the role of government. But however governments are often absent or offside on practice. This question has cumbered the development of digital community greatly. So the paper will probe into this key question of defining government’s function in digital community The paper constitutes of 4 parts. First part is “introduction”. This part expounds the enormous difference of ideal mode and realistic state in digital community, puts forward the problem that the paper will study and summarized the current research situation of it.
