Since reforming and opening of China, the economy development of Louhu district of Shenzhen, and Shenzhen city is in high speed during 25 years, Then they all face developing pressure now. The pressure is as follows: ● There is no free space of ground. ● The resources of energy and water face shortage. ● Overpopulation appears now. ● Environment should be worse. So Shenzhen municipality planned building “a compatible and efficient Shenzhen city”. The developing model of Shenzhen was transferred from traditional model to modern, and new policy, industrial development, was declared. Meanwhile the government of Louho district also declared the new policy according to Shenzhen’s. Shuibei is one of the areas of Louhu district. There were several industrial parks in it and most of industrial enterprises machined for foreigners 20 years ago. At earlier of 90’s, a lot of enterprises what could not earn enough margin went away, the others, such as the enterprises producing jewel or clothes were left there. After signed CEPA between main land and Hongkong, some enterprises producing jewel entered into industrial parks. And now the developing of Shuibei area faced a few of difficulties, such as the lower efficiency of per acre, unreasonable city layout, interior infrastructure aging, no enough supporting facilities etc. After analyzing the industrial structure of Shuibei area, we could find the problems of undefined industrial development and no enough strong c
