住宅過濾與福祉變化分析－空屋鍵模式之應用 Analysis on Housing Filtering Process and Benefits Changes－by Application of Vacancy Chains Model 胡志平? 摘要 住戶的遷移行為，其結果一方面調適住戶的住宅服務水準；另外一方面也藉以改善住宅福祉。拌隨著住戶的遷移所引發之換屋過程「空屋鍵（Vacancy Chains）」將住屋單元及住戶相互聯結，當此聯結規模愈大即表示空屋鍵愈長，住宅福祉的改善較多；反之則否。空屋鍵模式的邏輯為－新建住宅（New Construction）所誘發換屋的最大可能性，本文的目的即在建立空屋鍵結計量解析模式，並且進一步計算一新建住宅社區誘發的空屋鍵長，並且藉以衡量社區住宅福祉改善程度。 本文利用空屋鍵討論之Multiplier Effect），並且討論住戶換屋所住宅濾Housing Filtering Process）的顯著程度，其次再以空屋鍵乘積計算住戶平均遷移次數，作為住宅福祉計量指標，藉以住宅福於此過程中之分最後據此提出進住宅策略Abstract The reasons for the household- movement are to adjust the level of housing service on the one way as well as to improve the housing benefits on the other way. Vacancy chains incurring by the household relocation make linkage between dwelling units and households. The larger the vacancy chains are, the higher the level of the housing benefits improved. The logic of the vacancy chains model is that how maximal possibility incurring from a new construction can open up by the household relocation. The purpose of this paper is to establish the interpretation model, vacancy chains model, to calculate the lengths of vacancy chains as a index of improved level of housing benefits of a new residential community. The empirical study uses vacancy chains model to calculate the multiplier effects incurring from the new constructed residential community and to interpret the significance level of housing filtering. By means of multiplying the lengths of vacancy chains by the frequencies of household movement be the index of housing benefits. Finally this paper will interpret the structure of housing benefits and raises the strategy how to improve it. The result of this empirical study indicates the housing filtering process is not significant even if it does happen the filtered housing will be either obsolescent or suffering from a lack of maintenance and a protracted decline in neighborhood or environmental condition.
