Highlights of New Laws GAC Promulgated Measures to Intensify Supervision of Conveyances Entering and Leaving the Territory of China In order to regulate the customs supervision over conveyances entering and leaving the territory of China and guarantee the legitimate rights and interests of the persons-in-charge of and the service providers for the conveyances, the General Administration of Customs (hereinafter referred to as the 揋AC? promulgated the 揗easures of the Customs of the People抯 Republic of China on Supervision of Conveyances Entering and Leaving the Territory of China?(iSinoLaw reference ID: hereinafter referred to as the 揗easures? on November 1, 2010. According to the Measures, unless otherwise approved by the State Council or an authorized organ thereof, a conveyance entering or leaving the territory of China shall enter or leave the territory of China via a locality where a customs office has been established. The conveyance shall be berthed, the merchandise and articles shall be loaded or unloaded, and the passengers shall board or de-board the conveyance at a site subject to supervision of the customs. The Measures provide that conveyances entering and leaving the territory of China, persons-in-charge of the conveyances and service providers for the conveyances shall be put on file with the customs offices directly under the GAC where their businesses are carried out or the customs offices authorized by the customs offices directly under the GAC. The person-in-charge of a conveyance shall, within the prescribed time limit, notify the customs office by electronic means of the estimated port of arrival within the territory of China and the estimated time of arrival.
