摘要 I 摘 要 西部区域政策是关系到社会主义现代化建设全局的大事，是关系到国家根本利益和 发展战略目标的重大问题，它也是一项需要各方面经过长期艰巨努力才能实现的战略任 务。西部区域政策是国家区域发展政策的重要组成部分，改革开放后我国区域政策已形 成了较为完善的体系，正进入了新的发展阶段。为此研究我国区域政策对西部经济的平 稳发展具有十分深远的意义。 本文首先阐述了我国西部区域政策的背景及内容，然后对国内外区域政策研究经验 和启示进行了综述，其次根据西部区域政策的实际情况本文选用了 TFP 理论对区域政策 对西部经济增长的影响进行实证分析。文章最后分析了西部区域本身存在的问题并提出 了一些重要的可实施政策，这些区域政策能够在整体上调节西部区域经济的变化并有效 地促进西部区域经济的快速增长。 本文主要采用了理论和实证分析相结合、定性和定量分析相结合的研究方法，以国 内外的区域经济发展理论为指导，在可靠的统计数据和文献资料分析基础上，结合数学 模型进行分析，为分析区域政策对西部经济的影响及对策研究做了充分的准备，并在此 基础上提出了有利于未来我国西部区域经济发展的重要政策。 关键词： 区域政策；实证分析；全要素生产率；劳动力供给 Abstract II Abstract The strategy for developing the western region of China is related to the overall socialist modernization drive of the event is related to the fundamental interests of the national strategic objectives and development of major issues, and it is also a long-term and arduous strategic task, which needs all efforts to achieve. Development of the western region is an important component of national regional development policy. After the reform and opening-up, Chinas regional policy has become a more perfect system, is entering a new stage of development. So, researching Chinas regional policy to the economic development of the western region has a far-reaching significance. This paper introduces the background and content on Chinas western regional policy firstly, and then makes a comprehensive introduction on domestic and abroad regional policy research. After that the paper makes an empirical analysis of the effects of China’s western regional policy on China’s western region by employing TFP model, based on the specific conditions of the region. At last, the paper finds out some still existing problems of China’s western region, meanwhile the paper puts forward to a number of important policies accordingly, which may be important and practical and may regulate the overall economy and promote the rapid growth of the western economy.
