以共青团为枢纽的“政社合作型”青少年事务工作模式研究 中文摘要 I 中文摘要 随着经济社会的快速发展，青少年的成长环境发生了深刻变化，对政府青少 年事务及共青团工作都带来了巨大的影响和挑战。党的十八大、十八届三中全会 提出了要深化行政体制改革，转变政府职能，处理好政府与市场、政府与社会关 系。在社会治理创新和“政社互动”的大背景下，共青团作为党和政府联系青年 的桥梁及纽带，如何发挥枢纽作用，整合各方资源，运用专业力量，承接政府青 少年事务，成为推动共青团自身创新发展，扩大组织有效覆盖面，提高吸引力和 凝聚力的重要内容。 本文在界定青少年及青少年事务等核心概念的基础上，对国内外青少年事务 工作模式进行分析和评价，研究了政府与社会组织在青少年服务方面各自承担的 角色及发挥的作用，尝试提出构建以共青团为枢纽的“政社合作型”青少年事务 工作模式。同时，以苏州共青团作为调研对象，分析了苏州共青团在探索建立青 少年社区服务体系中的主要做法、主要成效和主要问题。 通过上述分析和论证，本文提出了对构建以共青团为枢纽的“政社合作型” 青少年事务的对策建议，即加大对共青团承接政府青少年事务的支持力度，有效 完善青年社会组织和青少年社工人才的培育体系，不断拓宽共青团专业化、社会 化的工作路径。 关键词：青少年事务 共青团 枢纽型 政社合作 作 者：钱 海 指导老师：郭彩琴 英文摘要 以共青团为枢纽的“政社合作型”青少年事务工作模式研究 II A study on “government-society cooperation” youth affairs work mode (pivoted by the Communist Youth League） ABSTRACT With the rapid development of Chinas economy and society, profound changes have taken place in the environment for the growth of the youth, which have brought the enormous impact and challenge on governmental youth affairs and the work of the Communist Youth League. The Eighteen Session and its Third Plenary Session of the Communist Party of China proposed to deepen the reform of administrative system, to transfer government functions, and to well deal with the relationships between government and market, government and society. In the background of social governance innovation and the “government-society interaction”, the Communist Youth League, as a bridge between the Party, the government and the youth, should play a full pivot role in integrating all resources, making use of professional power, as well as undertaking governmental youth affairs. And that’s become the key to promote the League’s self-innovative development, to expand the effective organization coverage, and to improve attraction and cohesion.
