摘要 本文研究2007年国务院制定的师范生免费教育政策的相关问题。师范生免费教育 政策的实行，对于促进和谐教育，构建和谐社会起着建设性的作用，同时也存在一定的 问题。 本文针对目前我国师范教育的现状，着重分析了现行的师范生免费教育政策的利 弊，进而提出目前完善这一政策的对策建议。教育政策属于公共政策范畴，公共政策分 析的基本框架是公共政策问题的构建，公共政策的制定与通过，公共政策的实施，公共 政策效果的评价。本文借鉴公共政策分析框架，分析师范生免费教育政策实施的背景、 意义、必要性、可行性、政策的内涵解读、实施后的积极影响、存在的弊端和完善建议 等方面对师范生免费教育政策进行研究。构建和谐社会，就要实现社会公平，社会公平 中教育公平是其中的重要内容。师范生免费教育政策通过国家财政的支持，实现促进教 育公平的目的，促进社会和谐。 师范生免费教育政策的最终目的，还是要促进社会和谐，全面建设小康社会。本文 的结论是，政府应当增加财政支出，确保教师的福利待遇，将免费师范生教育政策推广 到更大的范围，从招生、培养、就业等方面进一步完善政策。 关键词：师范生免费教育；政策；政策过程；政策完善 Abstract This paper studies the 2007 normal formulated by the state council of education policy free related question．Normal education policy implemented，free education，to promote harmonious societyharmonious play a constructive role，and also，there are some problems． This article in view of the present situation of our normal education，this paper analyzed the current education policy of the advantages and disadvantages of normal free at present， and puts forward the countermeasures of perfecting the policy．Education policy belong to the public policy category，the basic framework of public policy analysis is the construction of public policy question，public policy formulation and through the implementation of public policy，and the appraisal of the performance of public policy，．This paper analyzed the analysisframeworkopublicpolicy，education policy implementation of the normal free background，significance，necessity，feasibility，policy unscrambling the meaning,after carrying out，the positive influence，the disadvantages and Suggestions for free normal education aspects of policy research．Constructing the harmonious society，will realize social justice，social justice in education fair is one of the important content．Free education policy through normal state financial support，achieve the purpose of promoting education fairness， promote social harmony． Students in the fmal purpose of education policy for free，still want to promote social harmony and the all—round construction of well—o
